The tax-free MSA, Original Pilot Test, was born in Kennedy-Kassebaum Legislation in 1996. It was as if Milton Friedman was looking 21 years into the future and analyzing America’s problem of health care in 2022. Friedman noted that America was unprepared politically to solve its health care problem in 2001. Friedman predicted that someday America will be politically ready to cure health care.
Milton Friedman’s cure for American health care is MSAs! He reported, “Minor in the current scope, the MSA is pregnant of future possibilities.” In 2004 Congress renamed MSAs to Health Savings Accounts (HSA) for people under the age of 65. In 2022 there are 32 million HSAs with almost $100 billion in assets. In 2022 President Trump’s Executive Order to improve Medicare with MSAs is making Texas Governor George W. Bush’s dream of MSAs in Medicare come true.
